Sixty Assembly constituencies and sixteen present-day districts are different administrative layers. Historical district names in the map source do not supply a current crosswalk.
The map needs a date as well as a legend
The atlas uses reference geometry from DataMeet and joins election records using constituency identifiers. The publisher cautions about its boundary vintage and positional accuracy. The shapes support exploratory reading, but are not certified present-day legal boundaries or a survey of land rights.
The current official district directory lists sixteen districts. Several statistical sources and the map attributes use an older district configuration. Assigning a modern district simply from an old label would create a false match. A defensible crosswalk needs official boundary records, dates and spatial checks.
Reservation is an electoral category
The sixty-constituency register contains forty general seats, nineteen Scheduled Tribe seats and one Scheduled Caste seat. This describes constituency reservation in the electoral register. It is not a measurement of the community composition of every resident or an instruction about how residents vote.
A constituency label cannot establish the identity, political preference or experience of an individual. Nor does a hill or valley location determine a single political interest. The atlas keeps these distinctions visible because the visual strength of a map can otherwise imply more certainty than its data support.
Article 371C has a specific institutional role
Article 371C permits a Presidential order providing for a committee of Assembly members elected from the Hill Areas, related procedural arrangements and the Governor’s special responsibility. It also provides for reporting to the President and Union directions concerning administration of those areas. Hill Areas are defined by Presidential order for this purpose.
This constitutional provision should be read alongside the applicable orders and rules before assessing a particular decision. It cannot be reduced to a generic district label or treated as identical to constituency reservation.
Councils and the Assembly are distinct
The Manipur (Hill Areas) District Councils Act, 1971 establishes a separate statutory framework. District councils, the Assembly’s Hill Areas Committee, state departments and district administration occupy different institutional positions. The original statute alone is not enough to assert every present membership rule or power after amendments.
A public-service question should identify the responsible institution and the legal or administrative basis of that responsibility. Attributing every outcome within a constituency to its MLA skips the roles of departments, local bodies, funding agencies and implementing authorities.
How geography becomes useful analysis
Travel time, route reliability, terrain and the location of functioning services are more informative for access than a district average or straight-line distance alone. They require current route and facility records. The terrain illustration on the homepage is physical context, not an accessibility model.
A stronger spatial research layer would publish dated facilities, verified operating status and official boundary versions with documented joins. Until then, the site avoids invented district-to-constituency statistics and does not estimate community composition from geography.
