GOVERNANCE & RECOVERY / RESEARCH STUDY

From relief decisions to lived recovery.

A framework for examining institutional action, rehabilitation and public-service continuity through dated evidence.

THE CENTRAL FINDING

A notification, court direction, budget allocation and completed rehabilitation outcome are four different types of evidence. The site keeps their status separate.

01

Read the sequence of institutions

The governance timeline records the outbreak of violence in May 2023, the Union government’s Commission of Inquiry notification of 4 June 2023, and the Supreme Court’s relief-related proceedings. These documents establish particular actions and responsibilities at particular dates.

An inquiry notification establishes a mandate to investigate. It does not establish that the inquiry has completed its work or that every allegation has been adjudicated. A timeline should link to the actual document and identify its status rather than treating every institutional step as a final finding.

02

Court directions are not delivery certificates

The Supreme Court order of 6 September 2023 addresses essential relief supplies and coordination with the committee mechanism. That is evidence of judicial directions and the issues before the Court. It is not proof that every camp received adequate supplies or that every displaced family could safely return.

Delivery needs a separate chain of records: who was eligible, what was sanctioned, when supplies or payments reached people, and whether gaps were remedied. Submissions by a government or another party should be attributed as submissions unless adopted as findings in an order.

03

Count people and households consistently

A displacement count needs a reference date, geographic coverage, counting unit and treatment of returns, repeat moves and temporary accommodation. People, families and households cannot be added together. Administrative registrations may measure eligibility for a scheme rather than the entire affected population.

The current edition does not publish an unverified live displacement total or infer a constituency’s affected population from a state figure. It also avoids treating an announced return as durable rehabilitation without evidence about safety, housing, livelihoods and access to services.

04

Rehabilitation has several outcomes

Housing repair or construction is one component. Documentation, compensation, education continuity, healthcare, travel access and the ability to earn a living are separate dimensions. A payment record can confirm a transfer but cannot, by itself, establish that these outcomes have been restored.

A useful public register would identify scheme rules, eligible and paid households, sanctioned and released funds, completion inspections and grievance resolution at a safe level of aggregation. Publishing personal addresses or sensitive camp-level details is unnecessary for assessing aggregate delivery.

05

Administrative change and accountability

The timeline distinguishes President’s Rule imposed in February 2025 from the reported restoration of an elected government in February 2026. Claims about a decision should be tied to the authority and officeholder at the date of that decision. An election-day party map does not supply that institutional chronology.

The research standard is to connect decisions to evidence of implementation and later outcomes, while retaining unresolved questions. Current local verification remains essential. The platform does not assign collective responsibility to communities or convert humanitarian vulnerability into an electoral targeting category.
