HISTORY & SOURCE CRITICISM / RESEARCH STUDY

The date is part of the fact.

Administrative history and statistical vintages explain why a modern-looking page can still be describing an older Manipur.

THE CENTRAL FINDING

Statehood, district reorganization, old Census baselines and revised estimates operate on different timelines. A single undated “state profile” obscures those differences.

01

A state’s history is not a current dashboard

Manipur’s transition to statehood on 21 January 1972 is an institutional milestone. Earlier administrative arrangements provide context for the evolution of representation, but they should not be used as shortcuts to explain a contemporary election.

The discover chapter links the administrative chronology to official historical references. Historical facts remain dated facts: a description of government in an earlier period does not identify current officeholders, present powers or current service responsibilities.

02

A publication year is not a reference year

A survey published or tabled in 2026 can reproduce Census 2011 figures alongside recent provisional income estimates and administrative programme data from still other years. The cover date does not make every table a 2026 observation.

The literacy and population baselines must therefore retain their Census reference year. They cannot describe present community composition, the impact of recent displacement or the current number of electors. Each of those questions requires a different source and definition.

03

Boundaries change the meaning of a comparison

An old district table may contain nine districts while the current official directory contains sixteen. Comparing a modern district with the same-looking old name can change the geography in the denominator. Totals and rates then cease to be directly comparable.

The problem cannot be solved by relabelling columns. It requires a dated crosswalk or a reconstruction on consistent boundaries. The constituency atlas’s legacy attributes are kept separate from claims about the present district administration.

04

Revisions can change an earlier year

Economic statistics often distinguish provisional, revised and final estimates. A newer publication may revise the value assigned to a previous financial year. That does not automatically mean the older report was fabricated; it means the estimate vintage is part of the record.

Similarly, a budget estimate, a revised estimate and an audited actual are not competing measurements of exactly the same status. A proper comparison preserves the stage of the financial process as well as the year and unit.

05

A practical source hierarchy

For election totals, the preferred chain is the official report, the exact page or table, reconciliation of candidates and totals, then a normalized record with review metadata. For legal or institutional claims, use the applicable text, dated orders and amendments. For implementation, use administrative and audit evidence with its limits.

The platform distinguishes a source index from a transcribed figure and a transcribed figure from a reviewed calculation. That discipline allows the research to grow without turning visual completeness into false factual completeness.
