INTERPRETATION LIMITS

Keep the scope attached.

Sanction, grounding and completion are different administrative stages; these aggregate stocks do not establish cohort-level delay or construction quality.

Urban housing figures cannot be relabelled as rural, all-housing or IDP-specific delivery.

THE NEXT EVIDENCE

Close the record.

  1. How many verified IDP households received completed houses, by site and completion date?
  2. Which sanctions, releases and utilisation certificates relate to those same households and projects?
  3. Are completed homes occupied, habitable and connected to water, electricity, schools and transport?
