PRIMARY-SOURCE NOTE / SKILLS & LIVELIHOODS

Higher utilisation than releases needs an opening-balance check.

A funding comparison can mislead when expenditure draws on earlier balances.

RESEARCH SNAPSHOT 20 October 2026

REFERENCE PERIOD Written-reply release 28 July 2026 · last five years and current year, cumulative

SCOPE Manipur state row under DDU-GKY

WHAT THE SOURCE ESTABLISHES

The primary release reports ₹21.37 crore released and ₹52.17 crore utilised for Manipur. Its footnote says many States held opening SNA balances on 1 April 2021.

The comparison is therefore not treated as overspending or an invalid total. A closed fund-flow identity requires opening balances and the same accounting scope.

INTERPRETATION LIMITS

Keep the scope attached.

The national training and placement totals in the release are not Manipur outcomes.

Funds utilised do not measure local employment, retained jobs, earnings or training quality. An expenditure/release efficiency percentage is withheld.

THE NEXT EVIDENCE

Close the record.

  1. What opening balance, State share and other adjustments reconcile the same-period accounts?
  2. How many Manipur trainees completed training, entered jobs and remained employed at six and twelve months?
  3. Are wages, employer verification, dropout and grievance outcomes reported by cohort and district?
